Larry has a broad range of experience in health care insurance markets in both Underwriting and Actuarial. Prior to working at Compass he worked at a national carrier for 28 years in a variety of capacities. In his most recent role he was the Pricing Director responsible for leading the pricing work in the Maine individual under 65 and group markets leading a team that developed community base rates and rating factors. This included work on the initial ACA QHP rate filings. He also worked closely with Finance and the Maine leadership team to develop and monitor the financial plan. In addition he previously served in a number of underwriting roles of increasing responsibility ending as a Senior Director of Underwriting in New Hampshire. He was responsible for individual, small group and large group underwriting, and his experience includes developing a new medical underwriting capability in the small group market based on legislative changes. In addition, Larry has experience in re-engineering and standardizing both actuarial and underwriting processes. Larry’s work at Compass includes efforts on non-profit, community-based risk-bearing organizations, including ACA and ACO related issues. He also analyzes health insurance benefit mandates, supports state insurance regulators, and assists large group employers with their renewal negotiation process with health insurance carriers. Larry received his B.A. degree in mathematics from the University of Maine System (UMS) in Orono, ME.
Larry served on the leadership board for the Maine Vaccine Association from its inception and helped get the program up and running. This included significant input in setting and stabilizing the assessment rate paid by the payers. He also previously served on the Easter Seals Maine board of directors. Larry serves on a Greater Portland United Way Investment Committee for Health Services.
